The Former President's Woke Warning Overlooks The Continent's True Threat: Technological Decline.

Donald Trump's security policy document presents a flawed view of the European Union. The document asserts that open-border policies and so-called "progressive" agendas pose an existential risk to the continent's identity. However, this perspective is based on a fundamental misreading of the reality. The actual challenge facing Europe is not societal but economic and technological backwardness.

The Stark Economic Gap Separating Europe and the US

Statistics reveal a sobering contrast. Between 2008 and 2023, American economic output grew by eighty-seven percent, compared to a mere thirteen and a half percent growth for the European Union. Over this time, EU GDP per capita fell from over three-quarters to just 50% of the American figure. Remarkably, even the poorest US state now boasts a higher per capita income than several leading European economies like Italy and France.

Currently, about half of the world’s top fifty tech companies are US-based, while only four are from Europe.

The Innovation Deficit: A Critical Problem

The growing disparity is driven by superior efficiency gains in the US, largely due to breakthroughs and higher total factor productivity. The landscape of global tech dominance is overwhelmingly US-centric. Over the past fifty years, hundreds of American startups have grown into companies valued at more than $10bn, compared with just 14 in Europe.

This gap prompts a vital question: As the competition for future industries like AI, semiconductors, and quantum computing, what is the EU stand? Experts widely concede it is essentially a two-horse race involving the United States and China, with Europe entering at a significant disadvantage.

Root Causes of Europe's Innovation Gap

Several key reasons account for this technological divide.

  • Financing Ecosystem: The United States has a far deeper and agile network for funding startups. The EU still lacks a genuine unified investment market, which caps the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hamper European business. A American entrepreneur can introduce a service under a single set of laws to access a market of over 330 million. The EU, despite a larger population, is divided among 27 separate regimes, creating huge internal barriers.
  • Mindset Differences: Views on risk-taking differ sharply. In some EU nations, a startup's collapse was historically met with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in defense has eroded its ability in pioneering research.

The Road Ahead: Grounds for Cautious Optimism

Despite these challenges, one can find causes for optimism. European leaders are growing more conscious of the severe threat and have started to propose substantial change. Key analyses on European competitiveness and the single market highlight the need for major reforms.

With the right incentives and rule changes, these assets might enable far greater levels of commercial innovation.

The continent retains considerable advantages: high-quality workforce, top-tier schools and universities, and premier research institutions. Alongside a vast domestic consumer base and high savings rates, these elements could trigger a new wave of venture creation.

Crucially, even if the EU does not become the leader in developing cutting-edge technologies, it can still significantly boost productivity by implementing and tailoring advancements from elsewhere.

An Inflection Point

Europe now stands at a decisive crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. But, if it fails to take bold steps to address its structural weaknesses, today's gradual weakening could give way to a rapid and permanent decline in global economic relevance.
